I have heard of several instances of people with most or all of the symptoms who are self-quarantining and not being given an official test. Doesn’t that mean that the official reported numbers are underestimating the extent the virus is in the community?

I was hoping you could follow up on the question from Thursday about cloth-mask protection. If a cloth mask can’t protect the wearer from getting infected, how can it stop you from spreading the virus? I find this confusing. Wouldn’t it be as porous in either direction?
